Fairfield Police Department arrested Michelle Carnes, 51, of Fairfield, at 11:53 p.m. Wednesday at Fifth Street and Kirkwood Avenue for possession of marijuana, two counts for possession of drug paraphernalia and operating while intoxicated, first offense. She also was cited for failure to obey a traffic control device and for no proof of insurance.
